Henry County 2023 SMART Grant

Purpose of Project 

Henry County pursued a Strengthening Mobility and Revolutionizing Transportation (SMART) grant to support its connected vehicle (CV) technology deployment efforts. The county is part of the Atlanta metropolitan area and Atlanta Regional Commission (ARC) planning area. Interstate 75 (I-75) is a major corridor in the county that connects people traveling in the region and across the states. Upon adopting its 2022 Comprehensive Transportation Plan, Henry County solicited Modern Mobility Partners’ (MMP) assistance in applying for a SMART grant to pilot, prototype, and plan for the expansion of CV technologies across the county, putting it on the forefront of CV deployment in the ARC region.

Our Role on the Project

MMP was the sole consultant to Henry County and developed the application narrative, managed the grant application schedule, and coordinated with state partners to clearly document the county’s CV efforts. USDOT did not require a BCA for the SMART grant.

MMP began by leading a thorough review of the county’s previous SMART grant and chronicling its existing partnerships with the Georgia Department of Transportation (GDOT) in deploying CV roadside units (RSUs) and Henry County Fire Rescue (HCFR) in deploying on-board units (OBUs) on the county’s emergency fire and medical (EMS) vehicles. MMP completed a thorough documentation of the existing conditions of the county’s transportation network and emergency response performance to describe how CV technology could improve operations and safety across the county and region. MMP worked closely with Henry County to understand its long-term technology and transportation goals to clearly articulate how the SMART grant can aid the county in creating its first CV Technology Deployment Plan and modernize its network.

Ultimately, the Henry County 2023 SMART Grant was submitted to USDOT by the Henry County Transportation Department in October 2023.
