With 25 years of consulting experience in transportation planning and travel demand modeling, Keli brings the unique ability to translate technical information into ways people can understand that lead to data-driven policy decisions.

Keli has led transportation planning projects, corridor studies, travel demand modeling development, air quality conformity, project prioritization and economic impact analyses, funding analyses and grant applications in over 10 states for a variety of clients including the National Academy of Sciences, Federal Highway Administration, DOTs, tolling agencies, transit agencies, MPOs, counties, municipalities, and chambers of commerce.

One of Keli’s most notable accomplishments is her role in leading the development and presentation of the high-profile report, Demonstrating the Economic Benefits of Investing in Transportation, to the legislature’s Joint Study Committee on Critical Transportation Infrastructure Funding which led to the most significant transportation funding mechanism in Georgia history. House Bill (HB) 170, also known as the Transportation Funding Act (TFA) of 2015, resulting in an additional $1.8B a year, doubling Georgia’s transportation funding.

Keli integrates modern mobility solutions into everyday transportation planning efforts, including connected and autonomous vehicles, electric vehicle charging infrastructure, and planning for the unknown. She has over 10 long-range transportation plans, as well as multiple short- and long-range system plans and corridor studies, under her belt. Keli is familiar with every model in Georgia, as well as many in Florida, having previously led the development and instruction of multiple travel demand modeling courses throughout Florida.
