Yinghua (Jennifer) Zhan, AICP, PTP
With over 18 years of consulting experience in transportation planning, modeling, and engineering, Jennifer brings in-depth knowledge and proven track record of data-driven decision making through the development of spreadsheet-based tools and travel demand modeling.
Jennifer has led transportation planning projects, corridor studies, travel demand modeling development, traffic and revenue analyses, funding analyses and grant applications in over 10 states for a variety of clients including the Federal Highway Administration, Departments of Transportation (DOTs), tolling agencies, Metropolitan Planning Organizations (MPOs), and municipalities.
Jennifer has developed, validated, and applied every travel demand model in Georgia outside of Atlanta and developed the first toll diversion module in Atlanta’s 4-step travel demand model for the Atlanta Managed Lane System Plan and Managed Lane Implementation Plan. More recently, Jennifer has implemented enhancements to the Atlanta activity-based model for better estimating the traffic and revenue potential for Managed Lanes identified in Georgia’s Major Mobility Investment Program (MMIP), the largest transportation program in Georgia’s history. Jennifer has also led traffic and revenue analyses in Florida, North Carolina, Tennessee, West Virginia, Illinois, Arkansas and Louisiana.
Jennifer is both a certified planner (American Institute of Certified Planners) and a Professional Transportation Planner (PTP).
