Aerotropolis Atlanta Community Improvement Districts (CIDs), Capital Improvements Program (CIP) Project Prioritization and Funding Strategy, February 2018 – July 2018.

As the prime consultant, Modern Mobility Partners developed a project prioritization framework and funding strategy for the Community Improvement District’s Capital Improvements Program (CIP) based on their Master Plan.  Specifically:

  • The project prioritization framework included six evaluation criteria categories, of which each included several measures that were then populated to rank projects based on the established weighting scenario.
  • One of the measures was related to return on investment (ROI). Modern Mobility Partners calculated the ROI for different types of projects, including beautification, bicycle and pedestrian improvements, intersection improvements, and widenings.
  • The projects were then fiscally constrained into three 10-year tiers and a high-level project and funding schedule was developed based on forecasted revenue.
  • As part of the funding strategy, a matrix was developed of federal, state, and local funding sources, including grants, that each of the different projects may be eligible for.
  • For Tier 1 projects, project scopes were reviewed to see if opportunities exist to add components to the project that would then make it eligible for additional funding sources (for ex. additional funding opportunities for emerging technologies and innovative concepts).

Projects were also identified that would be competitive for grants, along with an outline of additional analyses necessary to complete a successful grant application.
