Bartow County, Old Alabama Road FY ’18 BUILD Grant Application, June 2018.
As the prime consultant, MMP developed a draft turn-key 2018 BUILD grant application for PI# 621410 Old Alabama Road. The project will widen and reconstruct a 5.96-mile section of State Route (SR) 113/Old Alabama Road in Bartow County, GA, from SR 113 to CR 699/Paga Mine Road. A new 4-lane roadway between existing SR 113 and SR 61 will be constructed at the western terminus of the project. The existing two-lane facility east of SR 61 will be widened to four lanes to just east of Paga Mine Road. The project addresses truck traffic in downtown Cartersville, including at the at-grade rail crossing, as well as safety needs along Old Alabama Road. Specifically, Modern Mobility Partners:
- Conducted a benefit-cost analysis (BCA) compliant with USDOT’s Benefit-Cost Analysis Guidance for Discretionary Grant Programs, including running the travel demand model with and without the project.
- Developed all contents required for the application package compliant with the Notice of Funding Opportunity (NOFO) for the 2018 BUILD Grant. This included all forms, 30-page project narrative, including project description; project location; grant fund, sources, and uses of all project funding; merit criteria (safety, state of good repair, economic competitiveness, environmental protection, quality of life, innovation, partnerships, non-federal revenue for transportation infrastructure investment, project readiness), and Appendix, including the benefit-cost analysis and assistance with letters of support.
When the application was approximately 90% complete, it was determined by Bartow County that they would not have enough funding to advance the project to construction in order to meet the BUILD grant eligibility requirements. As a result, the grant application was shelved for a future grant cycle once funding is available.
